NRNA National Coordination Council’s Memorandum asking for Dual Citizenship

The Non-Resident Nepali ***ociation National Coordination Councils in various countries have submitted memorandums to the Cons***uent ***embly Chairperson Rt. Hon. Mr. Subash Nembang through the respective Ambassadors asking for explicitly including the provision of dual citizenship in the cons***ution being framed by the Cons***uent ***embly. The memorandums were submitted as per the decision of the International Coordination Council of the NRNA. The Non-Resident Nepali Community has been disappointed by the draft on citizenship submitted to the CA by the CA committee on 'Directive Principles of State and Citizenship' which says that a Nepali citizen automatically looses his/her citizenship on acquiring the citizenship of a foreign country. This provision is against the ***urance of allowing dual citizenship made by the supreme leaders of the main political parties in various interactions with the NRNs including in the 4th NRN Global Conference in October 2009. The memorandum asks the CA to include provision that allows Nepali nationals to keep their Nepali citizenship even after acquiring citizenship of a foreign country. Most of the advanced countries and neighbors of Nepal allow dual citizenship. The memorandum says that the dual nationality provision will cement the bond of the Nepali Diaspora with the country and make them contribute to the welfare of the motherland. The memorandum also asks the CA to allow the members of Nepali Diaspora who currently hold the citizenship of foreign country and who were either Nepali citizen themselves in the past or are children of Nepali citizens. The memorandum says that if the provision as included in the draft of the committee is included in the cons***ution, it will seriously jeopardize the right of the Nepali Diaspora to live as Nepali and their willingness to contribute to the development of Nepal.
The memorandum has been handed over by the NRNA NCCs in Australia, China, Denmark, France, Hong Kong, Israel, Italy, Japan, Kuwait, Malaysia, Norway, Qatar, Russia, Saudi Arabia, South Korea, Switzerland United Arab Emirates, UK and USA to the ambassadors and diplomatic mission chiefs of Nepal in various countries.
